Norwegian and Ukrainian Partners Discussed Construction Reforms and Opportunities for Cooperation in Ukraine’s Reconstruction

As part of the Norway–Ukraine Building and Construction Hub, the Union of Ukrainian Entrepreneurs (SUP) organised a working meeting for Norwegian partners with key representatives of Ukrainian state institutions responsible for urban planning and construction regulation — Olena Shuliak, Chair of the Verkhovna Rada of Ukraine Committee on State Building, Local Governance, Regional and Urban Development, and Oleksandr Novytskyi, Head of the State Inspectorate for Architecture and Urban Planning of Ukraine.

The meeting focused on reforms in the construction sector, modern standards and opportunities for practical cooperation in Ukraine’s reconstruction. Participants discussed Ukrainian construction regulations, current market needs, and opportunities to apply Norwegian expertise, technologies and approaches in future reconstruction projects.

Building Regulations and European Practices

Particular attention was paid to updating building regulations and bringing Ukrainian legislation closer to European practices. The discussion covered, in particular, the use of timber and modern construction technologies, construction material standards and the implementation of BIM. The Ukrainian side outlined its work on new regulations aimed at creating more opportunities for the use of modern technologies and the participation of foreign companies in the Ukrainian market.

Norwegian Expertise to Support the Development of Ukrainian Regulations

The Norwegian partners, in turn, offered to share their own standards, practical experience and expertise, as well as to contribute to the development of documents and recommendations that could support the further development of Ukrainian construction regulations.

Another important area of discussion was underground infrastructure and its long-term planning. Participants discussed the use of underground spaces for shelters and parking facilities, the development of protected industrial facilities, as well as the potential reuse of former mines for business and government needs.

From Sharing Experience to Joint Projects

Following the meeting, the parties agreed to continue sharing expertise and materials, as well as to explore opportunities for implementing joint initiatives and projects, including the involvement of other Ukrainian cities and communities.
