Export Strategy 2030: Priorities for Ukrainian Business

Ukraine must shift from exporting raw materials to exporting products with high added value. This is the central objective of the Export Strategy of Ukraine to 2030, which was officially presented during the Second International Trade Forum.

The Strategy outlines a new model for economic development. According to its authors, no country has achieved sustainable economic growth by relying solely on domestic demand. For Ukraine, export development is a matter of economic resilience and competitiveness.

Strategic Priorities

The Strategy identifies the following key priorities:

  • transition from a raw material-based economy to the production of goods with high added value;
  • development of the processing and defence industries;
  • integration into European green and digital value chains;
  • diversification of exports not only to the EU but also to the markets of the Global South;
  • promotion of the Made in Ukraine brand.

By 2030, Ukraine aims to increase exports of goods and services to USD 85 billion, reduce the share of raw materials in exports to 59%, and increase the share of service exports to 25%.

Trade Policy on the Path to EU Membership

Kateryna Glazkova, Executive Director of the Union of Ukrainian Entrepreneurs (SUP), moderated the panel discussion “Ukraine’s Trade Policy During the EU Accession Process.”

The panel featured Taras Kachka, Taras Vysotskyi, Nicola Sibona, Anne Bersier, and Sofiia Burno.

The discussion focused on practical issues that are already of concern to Ukrainian businesses, including:

  • how to combine EU integration with the expansion of exports to other markets;
  • how EU accession will affect Ukraine’s existing free trade agreements and trade policy;
  • which sectors require priority alignment with EU legislation;
  • prospects for concluding and expanding the ACAA Agreement (“industrial visa-free regime”);
  • the impact of the Carbon Border Adjustment Mechanism (CBAM) on Ukrainian exporters;
  • the integration of Ukrainian companies into European value chains and the development of joint manufacturing projects.

The Union of Ukrainian Entrepreneurs continues to represent the interests of Ukrainian businesses in discussions on the decisions that will shape the future of Ukraine’s exports and its economic integration into the European Union.
