Taxes will also be paid by those who operate transparently

The Union of Ukrainian Entrepreneurs emphasizes: under the current conditions of full-scale war, constant shelling, power outages, and challenging logistics, Ukrainian businesses are already operating at the limit of their capacity. It is this business that creates jobs, pays taxes, and effectively sustains the economy.

At the same time, the proposed draft law, despite its formal compliance with the requirements of international partners, in its current version:

  • shifts additional fiscal and administrative pressure onto transparent businesses;
  • creates risks of increased corruption (particularly in VAT administration);
  • fails to address the key problems of the shadow economy, the scale of which far exceeds the potential revenues from new taxes.

In particular, mandatory VAT for sole proprietors would mean at least UAH 93,000 in annual costs per entrepreneur. At the national level, this amounts to over UAH 22 billion in additional burden — significantly more than the expected budget effect.

Taxation of all international parcels without proper infrastructure may lead not to increased revenues but to the collapse of the customs system and new corruption risks.

The same applies to excessive control over individuals’ bank accounts without clear grounds — such measures undermine trust in the banking system and create room for abuse.

At the same time, the scale of the shadow economy — smuggling, “envelope wages”, and tax evasion schemes — amounts to hundreds of billions of hryvnias annually. This is where systemic solutions are needed.

Key business proposals

The Union calls for an open dialogue and proposes:

  • to initiate discussions of the changes with the business community;
  • to remove, until the end of martial law, the issue of additional fiscal pressure on the simplified tax system;
  • to jointly develop with business separate draft laws on taxation of international parcels and income from digital platforms;
  • to reconsider the feasibility of continuing the military levy for microbusiness, taking into account the scale of the shadow economy.

Pressure should not be increased on those who already operate transparently while those who do not pay taxes remain outside effective state control.
