Goals and priorities in 2025

Ensuring the stability and balance of the fiscal policy in relation to
tobacco products:

• monitoring of legislative initiatives in this area and preparation of proposals to them
• ensuring full payment of taxes by all market participants

Promoting the introduction of a balanced, predictable and transparent regulation of tobacco products in accordance with Directive 2014/40/EU:

• monitoring legislative initiatives and preparing proposals for them
• participation in the preparation, finalization and approval of regulatory initiatives
• preparation and submission of proposals to regulatory acts to bring them in line with international standards and business position

Counteracting illegal trafficking of excisable goods (tobacco products in particular):

• promoting the introduction of draft laws on criminalization of tobacco smuggling (9364)
• promoting the introduction of a tobacco tracking system that complies with
  with the provisions of Directive 2014/40/EU
• facilitating the implementation of the unimplemented provisions of the Action Plan for the Implementation of the Strategy in the field of Counteracting Illegal Production and Trafficking of Tobacco Products for the period up to 2021 and promoting the implementation of the Action Plan for 2025
• support and further development of a transparent mechanism for the seizure and destruction of illegal
  tobacco products and equipment
