Conference ‘Cooperation between the renewed BEB and conscientious businesses — first half of the year’
On 27 February, more than 100 business representatives gathered in Kyiv to summarise the results of the first half of the year of the renewed Bureau of Economic Security together with the BEB management.
Agenda: what business brought to the negotiating table
The BEB leadership reported on the results of its work to combat shadow markets. Business associations shared their own assessments and specific proposals.
The Director of the Economic Security Bureau of Ukraine, Oleksandr Tsivinsky, presented the philosophy and strategy of the renewed BEB. The Bureau’s management also reported on the results of its work on market de-shadowing. Business associations shared their own assessments and specific proposals.
The conference raised issues that are relevant to every entrepreneur: unfounded criminal proceedings, criteria for opening new cases, transparency of the BEB’s work, and the culture of interaction with business.
Progress has been made, but questions remain
Andriy Yerashov, head of the SUP Analytical Centre, noted the progress made but pointed out the problems that remain. Some of the criminal proceedings opened before the change in BEB leadership have no real basis and are still open. The SUP insists that such cases need to be reviewed. At the same time, the Bureau should raise the bar for opening new proceedings so that businesses do not waste resources on unfounded inspections.
Another request to the BEB is for greater transparency. Not only about successes, but also about real changes within the agency: how approaches to investigations have changed, what disciplinary decisions have been made, how the culture of working with business has changed.
Protecting every Ukrainian business from unjustified pressure is not a one-off action, but systematic work. The SUP is doing this work.
