The SUP Analytical Center reviews draft laws, submits initiatives and recommendations on behalf of business, and forms the Union’s position to protect the interests of entrepreneurs.

Objective

The SUP Analytical Center provides the business community with current analytics and proposals for legislative changes, promoting the development of entrepreneurship in Ukraine. The Center’s team works in the fields of economics, regulatory policy, foreign policy, and international cooperation, shaping the vision for the integration of Ukrainian business with the world.

Representatives of the Analytical Center also participate in the work of the following negotiation groups:

  • Group on the Free Movement of Goods
  • Group on the Freedom of Establishment and Services
  • Group on Taxation
  • Group on the Customs Union
  • Group on Financial and Budgetary Provisions

This allows for considering the interests of business in Ukraine when forming decisions at the international level.

In addition, the Center creates high-quality materials that help entrepreneurs obtain reliable data and effectively use the flow of information and analytics for making strategic decisions.

Main areas of work

  1. Analysis of legislation affecting the activities of entrepreneurs
  2. Processing members’ initiatives and formulating proposals for the authorities
  3. Participation in working groups and public councils
  4. Conducting surveys to gather entrepreneurs’ opinions
  5. Preparation of explanations on draft laws for participants (members)
  6. Providing expertise and comments on draft laws

Victories SUP Analytical Center

  • Amendments to the Criminal Procedure Code (Draft Law 12439)

Adopted provisions: Clear definition of jurisdiction, limitation of the term for asset arrest, prevention of business obstruction, and video recording of searches.

  • Law on Protection of the Rights of Bona Fide Acquirers adopted (No. 4292-ІХ)

A 10-year period for contesting property acquisition has been established. The law provides for compensation to the investor in case the land is returned to the state and takes into account the interests of the state in wartime.

  • Non-interference with honest business operations

Prevented the adoption of Draft Law 12112, which would have increased the powers of the National Commission for State Regulation in the Spheres of Electronic Communications, Radiofrequency Spectrum, and Postal Services.

  • Deregulation
  1. The Union achieved the introduction of the Bolar rule: it reduces delays in patient access to quality and affordable medicines and opens up opportunities for Ukrainian producers to enter the EU market.
  2. The State Register of Publishers, Manufacturers, and Distributors of Publishing Products has been launched: publishers can change data and use state support.
  3. Employment of persons with special needs simplified (Law No. 4219-ІХ): Starting 01.01.2026, the mandatory employment of persons with special needs will be replaced by an annual contribution to the budget.
  • Reservation (of Employees)

Introduced exclusively electronic reservation of employees through the Diia portal.

  • Energy Market Liberalization

Draft Law 9549 on the liberalization of telecom infrastructure construction was adopted.

  • Amendments to the “5-7-9” Program

Provided for the extension of the “zone of high military risk” status duration from three to five years.
