Big victory! Our proposals for deregulation in the energy sector have been considered!

The SUP’s proposals for deregulation in the energy sector to promote alternative energy sources with the involvement of a wide range of entrepreneurs have been considered!

This is a significant victory for our Union in the direction of liberalizing business conditions in the small electricity generation sector, which should increase the number of investors in the industry. This, in turn, will enhance competition, ensuring the development, stability, and flexibility of the energy infrastructure. The system’s adaptability will thwart enemy efforts and provide opportunities for businesses to operate and grow.

Let us remind you that the Union proposes to build a parallel centralized system, a new market for the production, generation, and supply of electrical energy, which should include:

  • The absence of permitting procedures for the installation of certified equipment for the production, generation, and supply of electrical and/or thermal energy.
  • The introduction of a declarative principle for the construction and commissioning of power grids, equipment for the production, generation, and supply of electrical and/or thermal energy under the consequence class – CC1.
  • No need to convert land plots into energy lands for the placement, construction, and operation of facilities for the production and transmission of electrical and thermal energy, alternative energy facilities, and technological infrastructure facilities of energy facilities.
  • The absence of regulatory procedures for concluding supply contracts for electrical and thermal energy between the producer and the end consumer (legal or natural person).
  • Freedom of contract and cost of electrical and thermal energy.
  • Improving the methodology for calculating the operating modes of the power system when connecting ВМГ and УЗЕ to electrical networks (the current methodology does not allow connecting ВМГ to electrical networks without additional reconstructions).
  • Improving by-laws (codes) regarding “direct lines” (currently there are restrictions that “direct lines” can only connect if there is no connection to the central power system).
  • Allowing the connection of generation over 1 MW to subscriber networks if technically feasible (currently, this is only possible for generation up to 1 MW).
  • Allowing financial institutions (banks) to provide project financing, i.e., to grant loans for 100% of the equipment cost (the generating equipment will serve as collateral for banks).
  • Abolishing customs payments for importing equipment for the production, generation, and supply of electrical and thermal energy.
    Partially fulfilled – draft laws No. 11258 and No. 11259 have been adopted.

Adhering to all the above conditions will create the prerequisites for energy security and the ability to provide light not only to businesses but also to all household consumers!
