Position of the business community: Ukrainian Entrepreneurs Union (SEUP), Federation of Employers of Ukraine, Chamber of Commerce and Industry, Ukrainian Agrarian Confederation, Ukrainian Agribusiness Club, Association of ATO Veteran Entrepreneurs, Ukrainian Union of Industrialists and Entrepreneurs (USPP), Board, Associations of Employers’ Organizations of Ukraine, and Odesa Business Club regarding the reform of the Bureau of Economic Security (BEB).
Currently, discussions are ongoing regarding the registered draft laws in the Verkhovna Rada of Ukraine aimed at reforming the BEB of Ukraine.
The business community supports the need for swift reform of the Bureau of Economic Security and expects broad consultations with representatives of the business community to develop and consider consensus proposals between the first and second readings, specifically:
Setting clear deadlines for the competition for the director of the BEB of Ukraine.
Involvement of a public oversight council in the competitive selection of employees.
Reassessment of all employees and replacement of personnel who do not meet ethical and professional standards within a year of the appointment of a new leader.
Conducting an audit of BEB activities after one year and three years, according to the requirements of the G7 Ambassadors.
According to the business community, the Bureau of Economic Security of Ukraine should become the sole law enforcement body responsible for economic crimes. The main component of its work should be an analytical approach to investigations.
We appeal to the Verkhovna Rada of Ukraine and the Government to take into account the position of the business community.
