The Verkhovna Rada of Ukraine has passed a major deregulation bill #7331 to simplify the conditions for doing business during martial law in Ukraine! 237 votes in favor!
Deregulation of the economy is one of the priority areas of the SUP’s work. That is why, back in the fall of 2022, when this bill was registered in the Verkhovna Rada of Ukraine, the Union appealed to the Chairman of the Committee on Economic Development of the Verkhovna Rada and the Prime Minister of Ukraine about the importance of adopting this bill.
We welcome the adoption of this bill as an important and urgently needed step by the state towards business. Therefore, we explain the main provisions:
- Business entities will acquire the right to carry out certain types of economic activity during martial law on the basis of submitting a declaration of economic activity to the relevant licensing bodies, permitting bodies, and TSNAPs (ЦНАП) without obtaining permits, the receipt of which is provided for by law.
- Such declarations will be valid for the duration of martial law and until the end of the calendar year in which martial law is terminated or canceled, but not less than three months from the date of its termination or cancellation.
- Already issued licenses continue to be valid until the end of martial law, but not less than three months from the date of its termination or cancellation.
For the period of martial law, the conduct of planned inspections by licensing bodies regarding compliance with the requirements of the legislation in the field of licensing is suspended.
In addition, the Cabinet of Ministers will determine the procedure for submitting a declaration, the list of information that is entered into the declaration, and the list of types of economic activity that cannot be carried out by business entities on the basis of submitting such a declaration.
