The project “Ukraine after Victory” was launched in March and has already engaged a wide range of experts from various fields. As a result of the project, a ready-to-use document titled “Ukraine after Victory. Vision for Ukraine 2030. Economic Policy” is being developed within the expert circle of leading economists and business communities. This document will contain concepts for key draft laws and regulatory acts, which will help legislative and executive authorities shape the country’s economic development course for the next 8 years.

The Union of Ukrainian Entrepreneurs has taken responsibility for the economic policies. Leading expert and analytical centers are developing proposals for policies in various areas, including taxation and budget, state regulation, infrastructure and land, state property, prevention of monopolies, and more. These proposals are being discussed with a wide range of civil society organizations and business associations. The outcome will be a set of policy papers suitable for implementation to restore and modernize the Ukrainian economy.

“Ukraine has repeatedly had open windows of opportunity that could have been utilized to transform the country and take it to a new level. Unfortunately, we often lost these opportunities because we were unprepared. Our project exists to ensure that this time we are prepared,” – says Valeriy Pekar, the leader of the initiative.

The topic of the meeting on May 23rd was the policy in the sphere of state ownership. In a mixed format with both offline attendees and viewers on Zoom, among other things, they sought answers to the following questions:

  • Should the state own large enterprises?
  • Why do Ukrainians often have a negative attitude towards privatization?
  • How should the education system function?
  • What should the government do to increase the awareness of civil society regarding its own role?

“Establishing clear and fair rules of the game under which the system will continue to operate independently,” is how Valeriy Pekar defined the interaction between the state and business.

Tomorrow, May 24th, the topic of the meeting will be monetary policy and policies in the regulation of the financial sector.

*The organization of these discussions became possible thanks to the support of the USAID Competitive Economy in Ukraine Program. This program supports startups and small and medium-sized enterprises (SMEs) with the aim of enhancing their competitiveness in the domestic market of Ukraine and international markets. It assists in building a simplified and transparent business climate and provides Ukrainian companies with opportunities to leverage the benefits of international trade.

The opinions expressed by the experts do not necessarily reflect the views of the United States Agency for International Development (USAID) or the United States government.
