The order issued by the Ministry for Development of Economy, Trade and Agriculture of Ukraine has become effective to abolish the books of comments and suggestions that had to be kept by businesses.
The Union of Ukrainian Entrepreneurs was the first to voice the need for abolishing the books because this would facilitate:
- improved business environment in the country;
- reduced costs for businesses as they would no longer need to purchase hard copies of the customer feedback books;
- prevented corrupt practices during checks by controlling authorities;
- ensured compliance with the principle of expediency, justifiability and fairness of administrative responsibility.
Back last March the Ukrainian Government cancelled the obligation to keep the books of comments and suggestions, but respective requirements and references to the “books of complaints” were still to be found and applicable in a number of regulations – in particular, those were orders of the Ministry of Economic Development.
To stay on the safe side in this conflict of laws, businesses continued to keep records of recognized cash in transaction ledgers, stick manually receipts, reports, etc. From now on, this obsolete and inefficient instrument for the consumer protection is finally cancelled!

For example, you may leave your feedback by using the hotline, electronic or conventional mail correspondence, or social networks. Another option is to apply to the State Service of Ukraine on Food Safety and Consumer Protection and its local agencies for the protection of your rights that have been violated, whether electronically or in paper format.
